Song prose is already using the continuous four characters for an early, easy-feeling ascent. The Story Behind the Character

The Ministry's Chengyu dictionary does not invent a single pre-Qin four-character origin. It splits the phrase into two halves that later joined. 平步 — to take a step as if on level ground — is traced to Bai Juyi's Tang poem from his Jiangzhou demotion, where friends still in the capital "take dukes and ministers as if walking on flat ground" (平步取公卿) while he ages in a southern city. 青云 — blue clouds as high station — is traced to the Shiji: when Xu Jia finds that the man he once humiliated has become Qin chancellor, he says he never expected him to "reach himself onto the blue clouds" (自致於青雲之上).

Moedict's gloss is plain: a smooth, unblocked, rapid rise to high office. English renderings say "to rapidly go up in the world" or a meteoric career rise. The image that holds the four characters together is not climbing and not flying. It is walking — ordinary steps — into a height usually reserved for weather.

Song writers were already using the continuous four characters as self-description of an early, easy-feeling rise (袁文《瓮牖闲评》 on 廉宣仲). By then 平步 and 青云 had fused into one career toast: may the next elevation feel level underfoot.
